From a Self-defense point of view - Everything that is so wrong with what happened here.
1. The smaller man allowed the verbally aggressive larger drunk man to approach him, and to stay within extreme close quarters striking distance.
NEVER let anyone close distance on you, in order for someone to hit or stab you they need to close distance on you. The drunk man may have had a knife or other weapon in his pockets.
2. The smaller man kept his hands down the entire time.
NEVER keeps your hands down, understand that in close quarters verbal encounter, you MUST keep your hands up in a 'non threatening fence position' and immediately create distance between you and your assailant. (see V1 Fitness training programme to learn what a 'fence' hands position looks like).
3. If the shorter man had done 1 and 2 as above, there would have been no need to strike the drunk man.
No matter that the larger drunk man was being an ass and posed a threat to the shorter man, the threat was only there because the shorter guy allowed him to close distance and stay there! This is not a victim defending himself, this is a pure and simple a case of assault from one moron to another moron. The shorter man is lucky if he does not serve jail time for this. To strike someone, you better have a good reason and be able to prove that your life was in imminent danger. Or you'll have plenty of time to watch yourself on Youtube while you sit in jail or prison for assault charges or manslaughter. If the larger man had smashed his head on the ground when he went down, this could have been all so much worse for everyone involved.

If you want to speed up the overall time it takes to get you to the strength level you want, try doing your normal exercise set in ten percent less time. By doing this, you make your muscles work more and, as an added benefit, you increase your endurance. So the next time you aim for that thirty minute 5k run, try running it in twenty seven minutes!
